Defines "utility" in Florida public records law as any entity providing electricity, natural gas, telecommunications, water, chilled water, reuse water, or wastewater

Exempts from public records disclosure security-related information about local government-owned utilities' technology, processes, and practices designed to protect networks, computers, programs, and data from attack or unauthorized access

Exempts information about existing or proposed information technology systems or industrial control technology systems of local government utilities if disclosure would facilitate unauthorized access or adversely impact safe and reliable operations

Applies retroactively to information held before, on, or after the effective date of the exemption

Subject to automatic repeal on October 2, 2021 under the Open Government Sunset Review Act unless reenacted by the Legislature
