Prohibits health insurers from requiring insureds to obtain prescription drugs for chronic illnesses (HIV infection, epilepsy, hypertension, or diabetes) exclusively from mail order pharmacies, except for excluded drugs requiring special FDA restrictions or handling.

Prevents insurers from imposing higher copayments or additional conditions on insureds using retail pharmacies if those conditions are not applied to mail order pharmacy users, provided the retail pharmacy meets the same credentialing standards and accepts the same reimbursement rates.

Requires health insurers and health maintenance organizations to disclose in coverage outlines that insureds may obtain chronic illness prescription drugs from retail pharmacies and that exclusive mail order use is not required unless the drug is excluded.

Applies to health insurance policies and health maintenance contracts issued, delivered, or renewed in Florida that provide major medical and prescription drug coverage, with exceptions for grandfathered plans.

Becomes effective January 1, 2017.
