Removes language preventing children engaged in prostitution from being classified as victims of sexual abuse if they are arrested or prosecuted.

Adds human trafficking as a predicate felony offense for felony murder charges.

Increases penalties for human trafficking when the victim suffers great bodily harm, permanent disability, or permanent disfigurement, and prohibits permanently branding human trafficking victims.

Prohibits minors from being charged with prostitution offenses and allows faith-based organizations to provide educational programs on trafficking prevention.

Expands sexual predator and sexual offender registration requirements to include persons convicted of racketeering offenses involving sexual activity and increases criminal penalties for related offenses including renting space for prostitution and operating places for lewdness in conjunction with massage establishments.
