Requires independent postsecondary institutions to disclose all fees and costs for program completion to prospective students at least one week before enrollment.

Creates annual accountability reporting requirement with graduation rates, retention rates, and placement rates; institutions must submit data by November 30 each year or face administrative fines up to $1,000.

Establishes "high performing" institution designation for those meeting or exceeding average graduation, retention, and placement rates of Florida universities, colleges, or career centers.

Requires institutions to post surety bonds or alternative financial security (cash escrow or letter of credit) not exceeding 50 percent of projected first-year revenue if they lack sufficient financial stability.

Creates Closed Institution Panel by October 1, 2016 to manage institutional closures, secure student records, and maintain educational programs for at least 30 days; upgrades unlawful closure penalty from second-degree to first-degree misdemeanor.
