Reduces the indexed tax on manufactured asphalt used for government public works projects in phases beginning July 1, 2016

Implements a 60 percent tax reduction beginning July 1, 2016, increasing to 80 percent reduction on July 1, 2017

Eliminates the indexed tax entirely for manufactured asphalt used in federal, state, or local government public works projects effective July 1, 2018

Maintains existing use tax calculations on material and component costs while phasing out the separate indexed tax of 38 cents per ton (adjusted annually)

Takes effect July 1, 2016
