Authorizes municipal governing authorities to become charter school sponsors in their municipalities, in addition to district school boards.

Allows charter schools operated by municipalities or private 501(c)(3) organizations to obtain long-term charters of up to 15 years, subject to sponsor approval.

Requires district school boards and municipal governing authorities to make timely and efficient payment to charter schools within 10 working days after receiving state or federal funds, with 1 percent monthly interest charged for late payments.

Permits sponsors to distribute funds to charter schools for up to 3 months based on projected student membership, then adjust based on actual full-time equivalent student membership surveys.

Removes the restriction that high-performing charter schools cannot establish more than one new charter school within the state in any given year.
