Exempts dual enrollment students from paying technology fees in addition to existing exemptions for registration, tuition, and laboratory fees

Requires home education students participating in dual enrollment to be responsible for their own instructional materials and transportation unless the articulation agreement provides otherwise

Mandates that postsecondary institutions eligible for dual enrollment enter into articulation agreements with home education students and private schools, submitting these agreements to the Department of Education by August 1 annually

Establishes a formal dual enrollment program for private school students, requiring private schools to award credit toward high school completion for postsecondary courses and prohibiting costs from being passed along to students

Provides for state funding equivalent to the standard tuition rate per credit hour for dual enrollment courses taken by private school students, subject to annual appropriation
