Deletes references to double-session schools and experimental school calendars from the definition of "full-time student," eliminating the reduced hour requirements (810 net hours for grades 4-12 and 630 net hours for K-3) previously allowed for those school types.

Adds a new provision clarifying that students in schools operating for less than the minimum term shall generate full-time equivalent (FTE) funding proportional to actual instructional hours divided by the minimum term requirement defined in section 1011.60.

Revises the department's methodology for funding schools operating under emergency conditions to reference the minimum term requirement rather than the minimum school day.

Maintains existing provisions for migrant student instruction plans and virtual instruction programs under various school choice options.

Becomes effective upon becoming law.
