Expands the definition of divers-down warning devices to include flags, buoys, and other similar devices rather than limiting to only flags or buoys.

Removes specific size requirements (12x12 inches for buoys/floats, 20x24 inches for vessels) from individual flag and buoy definitions and consolidates them into the new "divers-down warning device" definition with flexible sizing based on display location.

Clarifies that divers-down symbols must have white diagonal stripes oriented in the same direction if multiple stripes are displayed, and changes "must" to "may" regarding length-to-height proportions.

Specifies that divers-down warning devices displayed from vessels must be positioned at the highest point or another location ensuring visibility is not obstructed from any direction.

Updates boating safety education requirements and noncriminal infraction citations to reference "divers-down warning devices" instead of "flags and buoys."
