Adds a new mandatory Medicaid payment category effective October 1, 2016, for persons meeting criteria under Social Security Act section 1902(a)(10)(A)(i)(VIII).

Exempts persons eligible under the new category who qualify as "medically frail" from mandatory managed care enrollment but allows voluntary participation.

Requires managed care plans serving the new category to establish alternative benefit plans complying with Social Security Act section 1937 and federal regulations.

Removes requirement for agency to hold public meetings in each region during waiver processes while maintaining public notice and comment opportunities.

Establishes a supplemental plan selection process for plans serving newly eligible persons, with existing contracted plans given first right of refusal and new plans selected through procurement if needed to ensure enrollee choice.
