Amends Florida law to provide that a lessor's interest in commercial property is not subject to construction liens for improvements made by a lessee under specific circumstances.

Protects lessor from liens when the lease (or recorded memorandum) prohibiting such liability is recorded before the notice of commencement, or when a recorded notice advising of lease prohibitions is filed with required information about the lessor, property description, and specific prohibitory language.

Continues existing protection for mobile home owners leasing lots in mobile home parks from construction lien liability.

Adds new protection exempting lessors from liens imposed by county or municipality for fines or penalties related to unpermitted construction when the lessee was responsible, acted without lessor's knowledge or consent, and the government provided at least 180 days' notice before imposing the penalty.

Takes effect July 1, 2016.
