Prohibits state and local governments from adopting or maintaining "sanctuary policies" that restrict cooperation with federal immigration enforcement agencies.

Requires state and local officials and law enforcement agencies to fully comply with federal immigration law, including responding to immigration detainers and providing federal immigration officials access to detainees.

Authorizes law enforcement agencies to transport unauthorized aliens to federal facilities or transfer points with judicial authorization if verification is received from federal immigration officials.

Provides civil penalties of $1,000 to $5,000 per day for violations, allows the Attorney General or state attorneys to seek injunctive relief, and awards court costs and attorney fees to prevailing parties.

Creates a private cause of action for persons injured or killed by unauthorized aliens due to a sanctuary policy violation, with jury trial rights and waiver of sovereign immunity for the state and political subdivisions.
