Changes the Department of State's authority from determining whether secure electronic means are feasible to requiring the department to develop instructions and procedures for electronic submission of voted absentee ballots from overseas voters, including uniformed services and civilian voters.

Requires the Department of State, in consultation with supervisors of elections, to develop security measures ensuring accuracy, integrity, and reasonable protection of absentee voting by electronic means, including transmission, processing, and storage of voter data against interception and unauthorized access.

Mandates the Department of State to conduct annual security assessments after each election to evaluate the number of votes received electronically and identify any discrepancies.

Maintains existing requirements that voter verification, transmission security, and ballot recording must be established before accepting voted ballots through secure facsimile or other secure electronic means.

Effective date: July 1, 2016.
