Establishes the State Seal of Biliteracy Program to recognize high school graduates who demonstrate competency in listening, speaking, reading, and writing in a world language in addition to English.

Requires students to complete four credits of sequential world language instruction with a 3.0+ GPA and pass an approved international examination (International Baccalaureate, Advanced Placement, SAT Subject Test, or AICE) to earn the seal.

Prohibits school districts and the Department of Education from charging fees for the State Seal of Biliteracy and requires the seal insignia to be affixed to the student's diploma and transcript.

Expands Florida Academic Scholars award eligibility to include students awarded an Advanced Placement Capstone diploma from the College Board.

Allocates 0.3 full-time equivalent student membership for each student receiving an Advanced Placement Capstone diploma for school funding calculations, effective July 1, 2016.
