Creates the State Seal of Biliteracy Program to recognize high school graduates who attain high-level competency in listening, speaking, reading, and writing in one or more world languages in addition to English.

Requires students to complete four credits of sequential high school world language instruction with a 3.0 GPA and demonstrate competency through International Baccalaureate, Advanced Placement, SAT Subject Test, or Advanced International Certificate of Education examinations, or through alternative means established by State Board rule.

Requires students to maintain a 2.0 cumulative GPA in English Language Arts and prohibits school districts and the Department of Education from charging fees for the seal or insignia affixed to diplomas and transcripts.

Adds Advanced Placement Capstone diploma recipients to Florida Academic Scholars award eligibility and allocates 0.3 full-time equivalent student membership value for each student receiving an Advanced Placement Capstone diploma in school district funding calculations.

Directs the Division of Law Revision and Information to replace the term "foreign language" with "world language" throughout Florida Statutes sections 1001.41-1007.34; effective July 1, 2016.
