Redefines "refiner" in Florida law to mean any person engaged in refining crude oil to produce motor fuel, including affiliates of such persons.

Prohibits producers, refiners, or their subsidiaries from operating retail outlets that sell petroleum products under their own brand or secondary brand using company personnel, effective October 1, 2016.

Subjects violators of the retail outlet prohibition to injunctive relief under existing provisions of Florida law (sections 526.311 and 526.312).

Takes effect July 1, 2016.
