Transfers auditing and adjustment authority for state accounts from the Division of Accounting and Auditing to the Chief Financial Officer directly.

Reorganizes Department of Financial Services divisions, including creating a new Division of Investigative and Forensic Services (combining insurance fraud, fire/arson investigations, and the Office of Fiscal Integrity) and renaming the Bureau of Unclaimed Property to the Division of Unclaimed Property.

Establishes the Division of Investigative and Forensic Services as a criminal justice agency with investigative authority, arrest powers for investigators, and separate budget for the Office of Fiscal Integrity.

Transfers certain functions to the Division of Investigative and Forensic Services related to workers' compensation fraud, insurance fraud investigations, fire and arson investigations, and related reporting requirements across multiple state statutes.

Revises administrative penalties for consumer complaint response violations, allowing up to $1,000 per violation for individuals (instead of capping subsequent violations) and updates various references throughout the Florida Statutes to reflect the organizational changes, effective July 1, 2016.
