Amends Florida law governing small group health insurance to require that if a small employer offers coverage to employees, the coverage must be offered to all eligible employees.

Permits small employers to also offer coverage to spouses and dependents of eligible employees.

Maintains existing requirements that small employer carriers apply coverage criteria uniformly based on employer group size and cannot modify health benefit plans to restrict coverage for specific diseases or medical conditions.

Takes effect July 1, 2016.
