Creates an exemption from public records requirements for medical and personal identifying information of applicants for or recipients of the property tax exemption for totally and permanently disabled persons under s. 196.101.

Applies retroactively to information held by the property appraiser, Department of Revenue, tax collector, Auditor General, and Office of Program Policy Analysis and Government Accountability before, on, or after the exemption's effective date.

Permits disclosure of exempted information only with written consent of the applicant or recipient, by court order for good cause, or to another agency performing its duties, with the information retaining its exempt status if disclosed to another agency.

Requires applicants or recipients to have made reasonable efforts to protect such information from being accessible through other public means in order for the exemption to apply.

Subjects the exemption to the Open Government Sunset Review Act and repeals it on October 2, 2021, unless the Legislature reenacts it.
