Establishes that real or personal property used, being used, or attempted to be used as an instrumentality in committing felony animal cruelty under section 828.12(2) or (5) is subject to forfeiture pursuant to Florida's Contraband Forfeiture Act.

Adds a new category of contraband article (subsection 13) defining property used in felony animal cruelty violations as subject to forfeiture under sections 932.701-932.704.

Updates language in section 828.12(2) to require conviction of torture or torment of animals to specify it must injure, mutilate, or kill the animal.

Revises section 828.12(5) regarding horse tripping offenses to clarify that the forfeiture provisions apply to property used in violation of this subsection.

Takes effect July 1, 2016.
