Establishes a waste tire abatement program funded up to 5 percent of the 37 percent allocation from the Solid Waste Management Trust Fund, with the remainder supporting solid waste management grants.

Creates a solid waste landfill closure account within the trust fund to pay for closing and long-term care of solid waste management facilities when insurance or other financial assurance is insufficient.

Authorizes the Department of Environmental Protection to use account funds to contract for facility closure if the facility was permitted or unpermitted, the permittee provided financial assurance, and the facility has been ordered closed or abandoned.

Restructures the solid waste grant program to consolidate waste tire abatement with the small county consolidated grant program (for counties with populations under 110,000) rather than administering it as a separate program.

Removes obsolete provisions including a 2014-2015 fiscal year $3 million grant allocation and an expiration date of July 1, 2016 for the previous landfill closure account language.
