Creates the State-Operated Institutions Inmate Welfare Trust Fund within the Department of Corrections to benefit and provide for the welfare of inmates in state-operated correctional facilities

Deposits and expenditures from the trust fund shall be made as provided in section 945.215

Terminates the trust fund on July 1, 2020, unless terminated sooner, in accordance with Florida Constitution Article III, section 19(f)(2)

Requires the trust fund to be reviewed pursuant to section 215.3206(1) and (2) before its scheduled termination

Takes effect on the same date that related legislation (SB ___) takes effect if enacted in the same legislative session and becomes law
