Creates the State-Operated Institutions Inmate Welfare Trust Fund to hold proceeds from inmate canteens, vending machines, phone commissions, donations, contraband liquidation, disciplinary fines, and forfeitures instead of depositing all funds directly to the General Revenue Fund.

Caps annual deposits in the trust fund at $5 million per fiscal year, with any excess amounts deposited into the General Revenue Fund.

Restricts trust fund expenditures exclusively to literacy programs, vocational training, educational programs, chapels, faith-based programs, visiting services, family services, substance abuse treatment, life skills training, electronic equipment, recreation equipment, and work-release bicycles.

Requires the Department of Corrections to submit annual reports by September 1 documenting trust fund receipts and expenditures at both statewide and institutional levels to legislative committees and the Governor's office.

Prohibits use of trust fund or any other state funds to purchase weight training equipment.
