Authorizes municipalities and counties to obtain temporary permits from the Division of Alcoholic Beverages and Tobacco to sell alcoholic beverages at events for up to 3 days, with a $25 permit fee and a limit of three permits per calendar year.

Requires municipalities and counties to remove and properly dispose of any unconsumed alcoholic beverages purchased for events after the event concludes.

Exempts railroad transit stations from time restrictions on selling, serving, and consuming alcoholic beverages (the midnight to 7 a.m. prohibition).

Authorizes railroad transit station operators to obtain licenses to sell alcoholic beverages within the railroad transit station property without bottle size restrictions, and prohibits municipalities and counties from requiring additional licenses or taxes for such sales.

Requires local governmental entities to report all revenues derived from temporary alcoholic beverage permits in their annual financial reports.
