Requires the Department of Highway Safety and Motor Vehicles to issue identification cards with a capital "D" designation for persons with developmental disabilities upon request, proof of diagnosis by a licensed physician, and payment of an additional $1 fee.

Deposits the $1 identification card fee into the Agency for Persons with Disabilities Operations and Maintenance Trust Fund.

Allows replacement identification cards with the developmental disability designation to be issued without paying the standard replacement fee.

Requires law enforcement, correctional, and public safety officials to make a good faith effort to have qualified professionals (psychiatrists, psychologists, mental health counselors, special education instructors, or clinical social workers) present during interviews with individuals diagnosed with autism or autism spectrum disorder, upon request by the individual, parent, or guardian.

Specifies that the requesting individual, parent, or guardian bears the cost of the professional's attendance, and convicted defendants must reimburse victims for these expenses; establishes that absence of a professional does not provide grounds for suppression of statements or legal action against law enforcement.
