Prohibits manufacturers, distributors, retailers, and their employees from knowingly or willfully selling finished drug products containing dextromethorphan to anyone under 18 years old.

Requires retailers to obtain government-issued proof of age from purchasers before sale, unless the purchaser appears to be 25 years or older.

First violation results in a written warning; subsequent violations subject to civil citations with fines up to $100 per violation recovered by local jurisdiction.

Exempts prescription medications containing dextromethorphan and does not restrict product placement, customer access, or transaction records in retail stores.

Preempts all local ordinances regulating dextromethorphan sales and takes effect January 1, 2017.
