Establishes statewide election of the Commissioner of Education as a cabinet member, with the position becoming effective January 8, 2019, following the 2018 election.

Restructures the State Board of Education to consist of the Governor (as chair), Chief Financial Officer, Attorney General, Commissioner of Agriculture, and Commissioner of Education (as secretary and executive officer), replacing the current seven-member appointed board.

Adds the Commissioner of Education to the cabinet composition and includes the commissioner in the Board of Trustees of the Internal Improvement Trust Fund and Land Acquisition Trust Fund, and as part of the Department of Law Enforcement agency head structure.

Increases the threshold for determining gubernatorial incapacity from three to four cabinet members required to suggest incapacity to the Florida Supreme Court.

Submits constitutional amendments to Florida voters for approval at the next general election or earlier special election authorized by law.
