Establishes holding periods before resale: 30 calendar days for precious metals, gemstones, jewelry, antiques, and art; 15 calendar days for other goods; 30 calendar days if purchased through an automated kiosk.

Defines "automated kiosk" as a secure, remotely monitored device that verifies seller identity, reads serial numbers, checks against stolen item databases, and captures transaction images.

Allows replevin actions (civil recovery of stolen goods) based on right of possession and provides for summary procedures; imposes noncriminal violations with fines up to $2,500 for dealers who fail to return property after written demand and proof of ownership.

Permits secondhand dealers to store goods outside law enforcement's jurisdiction if they have an agreement with that jurisdiction and can deliver goods within 2 business days upon request.
