Expands eligibility for minority teacher education scholarships to students in colleges or universities (not limited to junior year) who are admitted to teacher education programs and have not earned more than 18 upper-division education credit hours.

Allows scholarship recipients to receive awards for 3 consecutive years while enrolled full-time and making satisfactory progress toward a baccalaureate degree in education or a graduate degree in education for initial certification.

Changes annual budget projections from funding 350 new scholarships for junior-year students and 350 renewal scholarships for rising seniors to funding up to 350 new scholarships and up to 350 renewal scholarships without year-level restrictions.

Allocates $100,000 annually from the Florida Fund for Minority Teachers, Inc. for a required training program, separate from the 5 percent administrative fee.

Effective date: July 1, 2016.
