Creates section 843.23 defining electronic monitoring devices as any device used to track a person's location and making it unlawful to remove, destroy, alter, tamper with, damage, or circumvent such devices ordered by a court or the Florida Commission on Offender Review.

Prohibits requesting, authorizing, or soliciting another person to tamper with or damage electronic monitoring devices, with violations constituting a third-degree felony punishable under sections 775.082, 775.083, or 775.084.

Amends section 948.11 to specify that the Department of Corrections may electronically monitor offenders sentenced to community control only when the court has imposed electronic monitoring as a condition of that sentence.

Repeals the previous electronic monitoring tampering provision in section 948.11(7) and consolidates it into the new section 843.23.

Takes effect October 1, 2016.
