Expands the Uniform Special District Accountability Act to include dependent special districts in addition to independent special districts, requiring all special districts to register and report financial activities

Requires special district budget documents to remain posted on official websites for specified periods: tentative budgets for at least 45 days, and adopted budgets and amendments for at least 2 years

Establishes procedures for the Department of Economic Opportunity to maintain the official list of special districts, declare districts inactive, and remove inactive districts from the official list while maintaining a separate inactive districts list

Authorizes the Legislature to repeal special acts creating inactive special districts by general law, and allows dissolution of inactive districts without a referendum

Expands website transparency requirements for special districts to include meeting agendas posted at least 7 days in advance, public facilities reports, regularly scheduled meeting listings, and links to the Department of Financial Services' website
