Requires the Division of Vocational Rehabilitation to develop and implement a performance improvement plan by October 1, 2016

Performance goals include decreasing wait list times, increasing unsubsidized employment rates for participants in the second and fourth quarters after program exit, and raising median earnings of employed participants

Goals also target increasing participants obtaining CAPE industry certifications, postsecondary credentials, secondary school diplomas, and expanding pre-employment transition services for students and youth

Plan must be designed to elevate Florida's vocational rehabilitation program to rank among the top 10 in the nation

Division must submit annual performance reports by December 1 to the Governor and Legislature, including 5 years of caseload data, service utilization, financial expenditures by service type and area, and employment outcome data
