Exempts rehabilitative hospitals, assisted living facilities, and nursing homes from reporting to the prescription drug monitoring program when dispensing controlled substances as needed to patients as ordered by their treating physician

Authorizes designees of pharmacies, prescribers, dispensers, health care practitioners, and pharmacists to access patient records in the prescription drug monitoring program database for treatment purposes

Grants impaired practitioner consultants retained by the Department of Health access to database information for program participants or referrals who have provided written consent for such access

Maintains that prescription drug monitoring database information is not discoverable or admissible in civil or administrative actions, except in department investigations and disciplinary proceedings

Effective date of July 1, 2016
