Requires the Board of Governors and State Board of Education to annually identify strategies to promote college affordability and submit reports to the Governor and Legislature by December 31 each year, beginning in 2016

Expands textbook affordability provisions to include "instructional materials" and prohibits Florida College System and state university employees from receiving anything of value in exchange for requiring specific textbooks or materials

Mandates institutions post required and recommended textbooks and instructional materials at least 45 days before class begins (increased from 30 days) for at least 95% of all courses, with ISBN and identifying information

Requires boards of trustees to examine textbook and instructional materials costs each semester for general education courses, identifying variances between course sections and frequency of textbook changes (provision set to expire July 1, 2018)

Requires state universities and Florida College System institutions to publicly notice and notify enrolled students of any proposed tuition or fee increases at least 28 days before board consideration, including rationale and intended use of funds
