Creates a civil cause of action allowing any person injured by an act of terrorism (as defined in s. 775.30) or by violations that facilitate or further terrorism (s. 775.31) to sue for damages

Awards successful plaintiffs threefold (triple) their actual damages, with a minimum recovery of $1,000, plus reasonable attorney fees and court costs at both trial and appellate levels

Bars individuals who participated in the same terrorist act or transaction from bringing claims under this section

Allows defendants to recover attorney fees and court costs if the court finds the plaintiff's claim was without support in fact or law
