Revises the definition of "security system plan" to include records, photographs, diagrams, threat assessments, emergency evacuation plans, and security training manuals relating to physical security of state, local, or privately-owned property held by an agency.

Expands disclosure exceptions for confidential security system plans to allow sharing to the property owner or leaseholder, in furtherance of an agency's official duties, to other local/state/federal agencies for their official duties, or upon court order showing good cause.

Removes the previous narrow exception that limited disclosures only to prevent, detect, or respond to terrorism, replacing it with broader disclosure authority for official agency purposes.

Applies the same disclosure exceptions to security system information under section 281.301 for meetings and records relating to security systems of state and locally-owned or leased property.

Takes effect upon becoming law and applies remedially to security system plans held by agencies before, on, or after the effective date.
