Creates specialty license plates for eight National Pan-Hellenic Council sororities and fraternities: Alpha Phi Alpha, Omega Psi Phi, Kappa Alpha Psi, Phi Beta Sigma, Zeta Phi Beta, Delta Sigma Theta, Alpha Kappa Alpha, and Sigma Gamma Rho

Establishes a $25 annual use fee for each National Pan-Hellenic Council license plate

Directs the Department of Highway Safety and Motor Vehicles to retain all annual use fees until startup costs for developing and issuing the plates are recovered

Distributes fees after cost recovery as follows: 85% to each organization's designated 501(c)(3) foundation for community awareness and educational/economic/cultural service activities, 10% for marketing the license plate, and 5% to the United Negro College Fund for scholarships for Florida residents at historically black colleges and universities

Effective date of October 1, 2016
