Requires the Department of Highway Safety and Motor Vehicles to develop a "Vision For Excellence" specialty license plate with an annual use fee of $25.

Plate design must display "Florida" at the top and "Vision For Excellence" at the bottom with colors and design approved by the department.

Annual use fee revenue shall be distributed to Vision For Excellence, Inc., which retains all revenue until startup costs are recovered.

After startup cost recovery, proceeds support Vision For Excellence, Inc. youth development programs and services for participating children.

Up to 10 percent of annual fee revenue may be used for plate promotion and marketing, and up to 10 percent for administrative costs directly associated with programs; effective October 1, 2016.
