Allows private schools to join FHSAA as full-time members or on a per-sport basis, and permits simultaneous membership in FHSAA and other athletic associations without prohibition or discouragement.

Authorizes public schools to apply for consideration to join other athletic associations on a per-sport basis.

Prohibits FHSAA from taking retributory or discriminatory action against member schools that compete with nonmember schools or seek membership in other associations.

Requires FHSAA to provide a process for resolving student eligibility disputes including an informal conference within 10 days and a formal binding arbitration process if unresolved, with final determination within 30 days.

Authorizes the Commissioner of Education to identify other athletic associations that govern interscholastic competition in compliance with the law's requirements.
