Extends sovereign immunity to employees and agents of health care providers that contract with governmental contractors, in addition to the providers themselves.

Allows free clinics to receive legislative appropriations, grants from governmental entities, or grants from nonprofit corporations without disqualifying services as volunteer and uncompensated under the contract.

Requires written acknowledgment of notice regarding the agency relationship at the initial patient visit, rather than just at any time.

Permits notice of the agency relationship to be posted conspicuously for federally funded community health centers as an alternative to individual written acknowledgment.

Removes the obsolete date reference of April 17, 1992 from the contract provisions and definitions related to health care provider agency relationships.
