Amends water well contractor licensing requirements to allow letters from either a water well contractor or a water well inspector (previously required both) as proof of experience.

Repeals section 373.245 regarding violations of consumptive use permit conditions.

Exempts constructed clay settling areas from certain reclamation rate and financial responsibility requirements when their beneficial use is extended.

Establishes a solid waste landfill closure account within the Solid Waste Management Trust Fund to pay for closing and long-term care of solid waste facilities, and allows the department to use Trust Fund money if insurance or financial assurance is insufficient.

Requires professional certification of stormwater management systems to be submitted to the department before construction begins rather than within 30 days after construction begins.
