Changes the Division of Historical Resources from "may" to "shall" implement a program to administer discovery of isolated historic or archaeological artifacts from sovereignty submerged lands.

Requires annual permits with a $100 application fee and written agreements to report all discovered artifacts to the division within 14 days, including location maps and photographs.

Prohibits use of tools for excavation except for trowels or hand-held implements to extract exposed artifacts from packed river or lake bottoms.

Requires the division to provide permit holders with maps of excluded sites and areas where excavation is prohibited.

Authorizes transfer of ownership rights for discovered artifacts to permit holders but establishes penalties up to $1,000 in administrative fines and permit forfeiture for program violations.
