Establishes the Rapid Response Grant program to award competitive grants for expanding or implementing high-demand postsecondary programs at career centers and Florida College System institutions, with quarterly reporting requirements.

Restructures structured high school acceleration programs (including collegiate high school programs) by removing enrollment caps, requiring annual student notification in grades 9-12, adding FTE funding bonuses for students completing 30 or 60 credit hours, and mandating reporting on program enrollment and completion.
