Removes the requirement that students with disabilities must have spent the prior school year attending a Florida public school or the Florida School for the Deaf and the Blind to qualify for a John M. McKay Scholarship

Simplifies eligibility for the John M. McKay Scholarship to require only that a school district has written an individual educational plan (IEP) or issued a 504 accommodation plan for the student

Expands virtual instruction eligibility by removing the requirement that students must have attended a Florida public school the prior year

Allows any student eligible to enter kindergarten through grade 12 to participate in virtual instruction programs, eliminating previous grade-level restrictions that limited full-time virtual enrollment for grades 2-5
