School districts may not receive funding from the Special Facility Construction Account for more than one approved project in any 3-year period or while any portion of the district's participation requirement is outstanding.

Preapplication reviews may be requested at any time, but requests must be made before February 1 to be included in the department's annual capital outlay legislative budget request, with review completion required within 90 days.

Surveys must be cooperatively prepared by the district and department and approved by the department; consultants preparing surveys cannot be employed by or receive compensation from parties that design or construct projects recommended by the survey.

The total cost per student station may not exceed limits in subsection (6) except for cost overruns caused by disasters or unforeseeable circumstances beyond the district's control.

Beginning in fiscal year 2019-2020, districts must levy the maximum millage on nonexempt property or raise equivalent revenue from school capital outlay surtax for a minimum of 3 years before submitting a funding request, and budget no more than 1 mill per year until their participation requirement is satisfied.
