Imposes an additional $1 penalty on every motor vehicle moving violation under Chapter 316 or local traffic ordinances, except for red light violations, toll violations, and parking offenses.

Requires municipalities and counties to transfer collected penalties to the Emergency Medical Services Trust Fund within 30 days after each calendar quarter, with funds maintained in a separate Emergency Air Ambulance Service Account.

Authorizes the Department of Health to use account funds to pay administrative costs and augment emergency air ambulance service provider reimbursement payments through the Florida Medicaid program.

Requires the Department of Health to work with the Agency for Health Care Administration to seek federal matching funds for emergency air ambulance service reimbursement.

Directs the director of the Division of Emergency Preparedness and Community Support to meet with air ambulance providers by July 1, 2017, to determine the appropriate methodology for distributing funds and to pursue necessary state plan amendments or federal waivers.
