Establishes the "Right Medicine Right Time Act" requiring managed care plans, insurers, and health maintenance organizations to create processes for physicians to request overrides of fail-first protocols for prescribed drugs.

Grants override requests within 24 hours if the physician provides sound clinical evidence that the required preferred treatment is ineffective, likely to be ineffective, or will cause adverse reactions or physical harm to the patient.

Limits the duration of fail-first protocol treatment to a period deemed appropriate by the prescribing provider; patients are entitled to receive the provider's recommended therapy after that period without requiring override approval.

Prohibits health maintenance organizations from requiring use of clinical decision support systems or laboratory benefits management programs to direct or limit provider medical decision-making for clinical laboratory services, while preserving prior authorization requirements.

Defines "fail-first protocol" as a prescription practice that begins with the most cost-effective drug therapy and progresses to more costly or risky therapies only if necessary; effective January 1, 2017.
