Creates a transition-to-work program for McKay Scholarship students aged 17-22 who have not received a high school diploma, combining academic instruction, work skills training, and volunteer or paid work experience.

Requires participating private schools to develop program plans, assign case managers or job coaches for weekly job site visits, provide quarterly progress reports, and maintain attendance and performance records.

Exempts foster children and dependent children of active-duty military transferring due to permanent change of station from certain eligibility requirements for McKay Scholarships while maintaining other eligibility standards.

Removes the June 30, 2016 termination date for the Adults with Disabilities Workforce Education Pilot Program and renames it the Adults with Disabilities Workforce Education Program.

Exempts McKay Scholarship awards from the maximum funding value calculations under both the scholarship program and the Florida Education Finance Program funding formula.
