Prohibits members of the Florida Elections Commission, citizen members of the Board of Governors and boards of trustees of state universities, and members of the Commission on Ethics from having employment or contractual relationships as consultants, effective July 1, 2016.

Exempts current members serving on July 1, 2016, from the consultant prohibition unless they are reappointed on or after that date.

Requires affected board and commission members to disclose consultant relationships in other states, lobbying activities regulated by other states, and relatives who are registered lobbyists or consultants; boards must post these disclosures on their websites for the duration of the member's service.

Defines "consultant" as a public officer or employee with a business relationship involving support, recommendations, specifications, advice, investigation, or audits to help a business entity obtain or perform contracts with state or local government.

Updates cross-references in school board gift restrictions from section 112.312(21) and (12) to sections 112.312(22) and (13) to reflect the new consultant definition.
