Creates the "Companion Animal Protection Act" establishing requirements for animal shelters regarding stray, abandoned, and owner-surrendered animals.

Requires animal shelters to check for identification methods (microchips, tags, licenses), maintain lost and found lists, post animal photos online, and notify possible owners by telephone, mail, and personal service.

Mandates a 5 business day holding period for stray animals (with first 2 days for redemption only) and same period for owner-relinquished animals (available for redemption, transfer, or adoption throughout).

Requires shelters to provide fresh food and water, daily exercise, twice-daily cage cleaning per veterinary protocol, and prompt veterinary care including vaccinations and pain management.

Prohibits euthanasia solely due to expired holding periods and requires shelters to notify rescue organizations at least 2 business days before euthanasia; permits euthanasia only when all alternatives exhausted and director certifies in writing that no other options exist.

Allows state attorneys and aggrieved persons to bring injunctive actions for violations, with prevailing parties entitled to attorney fees and costs.
